A: Coaxial line or actually any line has an natural impedance as designed at a particular frequency. As frequency are increased all coaxial line at some define point will have zero volts at the end. This is because like an ac wave it has peaks and zero crossing. So for a particular frequency it is mandatory to physically cut the line at 1/4 of the wave
