In the state of Wisconsin it is legal to have police scanner in your car. The question is can you listen you need to ask is if it is possible. Most police departments are upgraded to digital systems that includes encrytion to keep people from listening. Some places still use the old scanners, but those are becoming far and few between. You have to use a scanner. OR Just turn the key on and off three times rapidly and they will show up in the odometer window!
