Industry needs to have the proper policies, procedures, controls and trained people in place to make sure they are producing safe food and adhering to regulations. This costs money. Some companies even purchase recall insurance.

If the system fails, it costs them money (lawsuits, lost sales, etc.), the business might have to close (temporarily or permanently) or people may even go to jail.

Another effect of a failure is increased government oversight and more laws.

They also have to deal with the loss of consumer confidence. People might switch brands and never come back or they might stop buying the product altogether - regardless of the offending brand name.
