So if you are doing 110Mph in a 30 zone it will not be long before someone pulls out in front of you, or a pedestrian tries to cross the road in front of you, and you crash.
They saw you, but at 30-40Mph and "that far away" they though they had plenty of time to do what they wanted to do, but as you were going far faster then they expected you to be going they did not have enough time.
So the speed limit may be too low for the road, but as other drivers also know the limit, they will act as if you are sticking to it.
Of course a really good driver will realise you are being a twit and going 110, but most drivers are not "really good".
In other words the rules are there so that everyone else "knows what to expect". If you break the rules and do the unexpected, sooner or later someone will not be paying enough attention to notice you are doing the unexpected.
