GFI is a mini circuit breaker that responds to shorts or contact with water
the circuit breaker spark when it comes an over load, loss contact, but the probable cause is loss contact...and also the circuit breaker is going to be damage or destroyed.
Arcing is caused by a poor electrical connection. The breaker is not making good contact with the buss bar. Try replacing the breaker.
The neutral is in contact with the ground at some point of the circuit.
An open circuit won't cause any overheating because no current is flowing. Other faults like ground fault or a breaker tripping should happen fast enough not to cause any overheating either.
A circuit breaker is necessary to protect the equipment from faults.
You need to be more specific. Do you want a contact telling you if a circuit breaker is on? If that is your question, the answer depends on the model of the breaker.

Ground fault relays sense ground faults in the circuit and trigger a circuit breaker to trip off
Contact Breaker Gap must be: 0.020 in (0.05mm) Dwell Angle 35 to 37 DEG (up to engine No:1639762) HOPE THIS WILL HELP.

This is also called anti pumping relay. for understanding you have to understand the working of breaker. positive extends to "Low Pressure Lockout" & "Low Pressure Alarm". after maintain the pressure in breaker these NO becomes NC and when breaker closes the auxiliary of breaker get closed and simultaneously extend the positive to the antipumping relay coil by auxiliary contact. by this coil get energised and holding contact get connected and the one of the contact of antipumping coil (NC) become NO which disconnect the command supply of main breaker. by this till when the antipumping relay get energised no further command (+ve) extends to breaker closing coil. This is Antipumping/ Antihunting Relay.
