Usually a 31 will be tight & might experience some rubbing in extreme movement, but you could consider sticking with a 30 inch to avoid this. To clear larger tires, you will need a lift. Keep in mind that lifts over 3-4 inches also then stress the drive train because of the angle of the rear drive shaft so stay to under 3 inches or get a slip yoke eliminator kit. If you want to run big tires and only have a 4 banger, it will not be happy.

I'm not sure about the 06-09 Wranglers but everything before 06 could accomidate a 31" Tire stock with no lift. If you get a 2.5" or 3" lift you can fit 33 inch tires
