Marijuana is illegal in every country in the world. Some exceptions do exist for medical reasons and others are less strict on enforcement, but this does not make marijuana legal - it makes it restricted or less worried about.

Laws will sometimes provide a differentiation between possession and supplying/selling, typically by considering the amount in question. Again, there is wide variation in what a country might consider to be possession and what is for the purpose of sale; amounts range from grams to pounds. The punishment is also adjusted accordingly, with those for sale & supply being much harsher than simple possession. Possession can carry a few hundred dollars in fines or a month or two of time behind bars; sale will usually get near the thousands and result in multiple months.
Additionally, use may be classed as a separate offense from possession (with the result that it implies possession and is tried as two separate offenses). Some do not make a difference between the two and see them as equally bad or so similar as to be pointless in separating.

Many also go easy on a first-time offender, someone with no history of using or possessing drugs (or just marijuana in particular). In countries with community sentencing programs, this may mean not actually serving time and receiving a comparatively small fine. However, second and subsequent offences are liable for much heavier fines and imprisonment, and this is not often subject to leniency.
