Chances are that this is either a stye or a pimple. I have gotten them multiple times in my life and I am only sixteen. I have one right now, and I am thinking it is a pimple due to the white head in the center. You can either wait for the stye or pimple to drain on its own, or call a doctor. I suggest visiting a doctor, because you could also have pink eye (I am thinking that's what I have.) Styes and pimples on the waterline of eyes can be caused by poor cleansing habits due to eyeliner being kept on the eye. This is a type of bacterial infection. Hope this helps, good luck! :)
