State governments spend some of their money allocating it to local governments, and vice versa. Because of this, state governments spend a lot of money on education and social services. Local governments (counties, cities, towns, etc) pay for the implementation of many of these services, though they may receive some state aid. General categories would be Administration, Housing, Public Safety, Social Services, and Transportation, but that really varies state to state. Some governments control utilities (gas, power, and water), and others leave that to private entities. Some counties and local governments run their school districts, and some school districts exist independently.
