As far as I know all plant oils are found in their seeds and are extracted by crushing.
Scented candles contain natural oils extracted from various plant material. The oil may come from different areas of the plant, possibly the leaf, stem, root or often the fruit or husk.
The Bitter Orange tree provides us with three oils. Neroli is the most expensive and is extracted from the blossom. It is said to have gained its name after a16th century princess of Nerola in Italy used the scent as a perfume for her clothes and rooms; Petitgrain oil comes from the leaves or twigs and was once extracted from the green, unripe fruit, the size of cherries - hence petit grain or little grains; Bitter Orange oil is made from expression of the outer peel of the nearly-ripe fruit. If by "perfume" you mean essential plant oils, then yes - oils dissolve in alcohol.
All plants photosythesise and so can use the suns energy to make chemicals like oils. Different parts of the plant and be pressed so the oils are released. They could also be boiled in water or a base oil and this breaks down the plants structure so that the chemicals are released. The water containing the oil can then to distilled so that the pure oil can be separated from the water.
Oils collected at different temperatures produce different oils, and distillate fuels. Gasoline, diesel fuel, lubricating oils, solvents are all collected at different specific temperatures.
