If they have a good reason (As in the rumor involving the victim beating people up is TRUE, or they hit the victim in self-defense) then it's not bullying. Sometimes permanent mental scares and memories that never go away. Also the victim feeling insecure, vulnerable and scared and nobody should have to feel that. Also in some cases bullying leads to self harming and suicide
