Some believe it's their own fault (ALWAYS wrong. If they have a good reason (As in the rumor involving the victim beating people up is TRUE, or they hit the victim in self-defense) then it's not bullying. If their 'good reason' is that the person really is nerdy, or their nose looks weird, or they're short, then it's not a good reason.)

In the best cases, it leads to the bully being caught before any real damage is done, but unfortunately, it's rare once it really gets started.
