The political philosophy of the Age of Enlightenment was that the rulers of a country are only the rulers because the people let them be. The term is called "Consent of the Governed" or "a mandate of the masses" There are more people living in a country than there are rulers, army, or police. If the citizens decide the rulers are doing a bad job, then many believe it is the right of those citizens to pick new rulers. If the rulers won't give up power, and the citizens are unhappy enough, then the only option is revolution.
Rousseau believed that rulers obtained their authority from the people, through a social contract where individuals willingly give up some freedom to form a government that serves the common good. He argued that legitimate authority is derived from the consent of the governed, not from divine right or inheritance.

No. The very word means "without rulers", so if there are rulers, there isn't anarchism. Anarchism is based around agreeing with people rather than imposing your will. So people can lead and give their input if they wish, but you cannot force others to follow you and you cannot force your will on others. For example someone who is very good at making shoes will be very respected if that person talks about making shoes, and people will listen. But that person is not a "ruler".

People through out history have been willing to give up rights to kings and rulers. They didn’t know about or think about “rights” because they were told that rulers were chosen by God. It isn’t until the Enlightenment that the idea of “natural rights “ was introduced. In many countries in the 1900’s people still didn’t understand the concept of rights and were fine with an totalitarian dictatorship. There are countries today that are still governed by dictatorship and the United States may be headed that way.
