This isn't a question with a straight up answer. This is an opinion about either your with society or your with just knowing the human mind and working with it. Society would report the antisocial behavior to a therapist which would let you talk about it constantly and basically force you to try to figure your problem out on your own. My opinion would be to work with the human mind. Sometimes people are missing a small picture that leads up to the big picture. You would have to talk to them and figure out their state-of-mind and how they process things mentally. There are no procedures to reporting antisocial behavior that would actually help the behavior get better, you have to talk to them and find what works best for them such as social skills and level of antisocial behavior, nervousness level, and coping system, if they have one at all.
