A bully is a person who lacks empathy. A bully's basic quality is a profound lack of concern for other people's rights and feelings.
Bullies like to be in control of a situation. Sometimes they are insecure, out-of-control people who want to grab any bit of control they can get. Other times, they are perfectly happy people who simply feel they have the right to have whatever they want, when they want it.
When it comes to wider relationships, bullies often have the support of other people around them. Other people in the family/school/community ignore what is going on, or even encourage them to continue. Just one or two supporters can persuade the bully that there is absolutely nothing wrong with his/her bullying behaviour.
I suggest you keep a bully-diary. Write the date, and exactly what happened. Don't write, "She sneered at me," but quote her exact words. Don't write, "He attacked me," but describe his exact actions. Also describe any items that are stolen from you. Hide the diary in a secret place - under your clothes on your person if you have to.
When you have four or five incidents documented, show a copy to whoever is supposed to be in charge of your safety (parent, teacher, etc.). If that person fails to help, take another copy to a higher authority (extended family, head teacher, police, etc.).
BUT IF THE BULLY IS AN ADULT WHO IS DOING SOMETHING ILLEGAL, SKIP THE ABOVE TWO STAGES. GO STRAIGHT TO THE POLICE.
