Halo 3 is not currently available on a PC. Therefore the system requirements at this time is to have a functioning Xbox 360. If you wish to play it on Xbox live you will need internet hooked up to the Xbox 360.

I believe you need a Windows Vista computer. And a good video card because if you have too much "junk" in your computer, the gameplay will be laggy and sometimes just freeze.

The only way you can "manipulate" your gamerscore is by fulfilling the requirements for achievements and thus acquiring them.
Halo 3 is not made for PC compatibility, so whether or not you have a monster PC with the specs to run such a visually stunning game, Bungie and Microsoft have not even released a PC version.
