No.The Constitution of any country that possesses one defines the rights of its citizens (and normally of any person within the jurisdiction).It does not protect them. That task is performed by the judicial system and the police forces, who create and act upon standard interpretations of the constitution.
From my libertarian perspective, I can name two. -To protect its citizens' life, liberty and property from each other, or to allow or enable its citizens to protect their life, liberty and property from each other. -To protect its citizens' life, liberty and property from non-citizens(e.g. other countries), or to allow or enable its citizens to protect their life, liberty and property from non-citizens.

Citizens protect themselves with police departments. Nations protect themselves with a military.
Laws are intended to protect the citizens of a country as well as promote health. One of the reasons for prohibiting drinking by minors is that this substance brings havoc to the cells of growing humans. For adults though it is different. A little alcohol is needed by the body. Notice however that even adults are penalized for driving under the influence--which is a manifestation of the state's intention to protect its citizens.
