    • The U.S. House of Representatives and the U.S. Senate have the sole power to enact legislation. The President of the United States has the power to veto legislation but any vetoed legislation may be made into law by a two-thirds vote of Congress. Any bills for raising revenue, taxes or otherwise, must originate in the House of Representatives.

    Military
    • Although the President is the Commander in Chief of the U.S. Military, it is the Congress that has primary responsibility for those forces. It is the responsibility of Congress to "provide for the common defense" including raising and financing the Army and Navy and making rules for the armed forces. Additionally it is the sole responsibility of Congress to organize, arm and discipline the militia. The U.S. Congress also has the sole power to declare war.

    Taxes
    • Much of the power of the legislative branch resides in revenue and expenditures. Congress has the power to set and collect taxes and other forms of revenue as well as the responsibility for paying U.S. debts. In addition, the legislative branch regulates interstate and international commerce, borrows money on behalf of the U.S. Government, prints money, regulates the value of that money and provides laws on counterfeiting.

    Other Duties
    • In addition to these duties it is the duty of the legislative branch to "provide for the general welfare," to create post offices and roads, and to create rules for naturalization of citizens, otherwise known as Immigration. It is also the Constitutional duty of the U.S. Congress to promote the sciences and the arts and to secure "for a limited time" intellectual property. This would include copyright, trademark, patent and other intellectual property protections. Congress is also given oversight over the U.S. capital, Washington, D.C., which is not a part of any state.
