If you're a pilot who has a restricted license, you can use an aviation radio only if it's in an airplane. You can't put an aviation radio in your car, or in your house, or walk around with it and talk on it. Same deal with marine radios--you can use a marine radio in a boat but not on shore. Yes, there are handheld aviation and marine radios. The tradeoff: they are good for life.
