Making sounds like poping if it is doing this better change out before it starts
leaking. You will never know when it will go bad on you so change out now
Check the heating elements in the water heater. These may be bad and need replaced.
If electric water heater, usually bottom element going bad. Thermostat might be set too high or is going bad.
It is a water heater, not a hot water heater. There would be little point in using a hot water heater. I assume that is your point.
If the water pump is bad ussually the heater will stop giving hot air .
My guess is that the hot water heater is installed downstream from a pressure reducer to limit the maximum water pressure that the water heater is exposed to.

It's not a bad idea to turn off the water heater especially if it is electric. It will consume power the whole time you are gone to keep the water hot and wastes a lot of electricity.
