Most automotive water pumps have a weep hole where water will leak out, indicating the water pump is faulty. Another indication is noise (like rattling) coming from within the water pump when the impeller is loose. Another way to check for water pump operation is to remove the radiator cap and start the engine. Keep an eye on the coolant through the radiator neck (DON'T STAND TOO CLOSE). When the engine reaches normal operating temperature and the thermostat opens, you should see the water circulating.

There isn't a water control valve. The airflow is directed around the heater core by a door to control temp.
It's very easy to see the pump and you will see signs of leakage under it.

if it is lowering oil and water both and is not leaking it may have a blown head gasket and it is going out the tailpipe
It could be going into the crankshaft or it could be going into a cylinder. It would go out the exhaust and be turned into steam and water vapor. You would not see the water vapor. It will ruin the engine unless you get it fixed real soon.
