Beagles are man made. they are created so man can used them to hunt. Dogs are usually dependent on humans so most will not live with out humans. With that said, Beagles were breed to have highly developed nose. Their legs are short so they can be closer to the ground and thus closer to the scent. Their long ears are there to sweep up the ground so it can sweep up scents. Finally they have a very developed scent system.

they had to adopt new instincts in able to survive next to human kind as sufisticated pets which are now known like that today
