In the United States the Federal Government decides whether or not an issue is a federal issue or a state issue. The Federal Government usually wins and increases its power. Arbitrary decisions come down from the nation's capital that would be handled a different way at the local level.

The number of bureaucracies continue to grow and have overlapping responsibilities. The mess in Washington DC reminds one of the Government of France before the French Revolution. The United States needs a Reign of Terror to Guillotine the bureaucracies.

No way exists to undo old political shenanigans used in the creation of states. The Dakota territory was divided into North and South Dakota. They barely had enough people for one state, let alone two states. They should be consolidated but will not. As a result, almost unpopulated states are grossly overrepresented in the United States Senate. The United States farm support program takes from large states and gives to millionaires is less populated states while the farm laborers in those states live 15 to a trailer.

Federalism is much more like a democracy, so most democratic countries would like it. This doesn't let republicans do anything because they are suppressed by the mortar.
