These might be Pearly Penile Papules. They are normal growths that appear on the corona of the glans and nearby areas. The occur in a minority of males, but are not a defect or sign of a disease. They are usually a bit more sensitive than the surrounding tissue, and that is sometimes an annoying characteristic for those that have them. There is some evidence that these growths occur more often in intact males.
Tiny white bumps on the face can be a condition called milia. These bumps can appear at age. There are harmless.
No, not at all. In fact, those are absolutely normal and if you did not have them on your glans penis, you wouldn't be human! lol ;-)

Goose bumps, or the pilomotor reflex, is caused by tiny muscles contracting at the base of each hair on the skin. It can occur when cold but also during strong emotion.
Goose bumps are the tiny bumps you get all over your body when you get the chills, also sometimes referred to as goose pimples.
The scientific term for goose bumps is piloerection. It refers to the contraction of the tiny muscles at the base of hair follicles, causing the hairs to stand on end. This response is triggered by cold temperatures or emotional stimuli, such as fear or excitement.
I have the same problem. I'm 15 now and remember always having them.
