For someone serving in the military, it would be the Congressional Medal of Honor.

The Presidential Medal of Freedom (awarded by the President) and the Congressional Gold Medal (bestowed by an act of the US Congress) are the highest US civilian awards, which also can be awarded to military personnel.

The Presidential Medal of Freedom and the Congressional Gold Medal are the two highest awards a US civilian can receive.

The Presidential Medal of Freedom is given by the President to persons who have made "an especially meritorious contribution to the security or national interests of the United States, world peace, cultural or other significant public or private endeavors."

The Congressional Gold Medal is bestowed by the US Congress on an individual who performs an outstanding deed or act of service to the security, prosperity, and national interest of the United States. Congressional Gold Medals can be given to people who are not US citizens.

A Medal of Honor is a military award, given to a member of the armed forces who has shown extreme bravery in action. And the Congressional Space Medal of Honor is presented by NASA for extraordinary accomplishment to the mission of United States space exploration.
