Different UCs have better programs in different fields, but typically the toughest UCs to get accepted to are UC Berkeley, UCLA, and UCSD.

If by Cal you mean Berkeley, then somewhat yes. UCLA and UC Berkeley are two of the ten University of California campuses. Each works independent of the other. These two schools are generally considered the best of the UC campuses in college rankings with Berkeley coming out on top.
UC Riverside is located in Riverside California, which is in the southern part of the state. The school is part of the California University system but is one of the smaller schools.
MIT and UC Berkley are generally considered the top two nano and microtechnology universities by their peers. On the other hand Small Times (a very well-known nanotechnology magazine) ranks Penn State University as the top nanotechnology research school (MIT and UC Berkley not in top 10), University at Albany SUNY as the top university in nanotechnology education (MIT and UC Berkley not in top 10) and facilities (MIT and UC Berkley not in top 10), and Arizona State University as the top university in nanotechnology commercialization (MIT and UC Berkley not in top 10).
