The Articles of Confederation gave the central government limited powers. The central government was allowed to conduct foreign political and commercial relations. They were also allowed to declare war.
The Articles of Confederation did create a national government composed of a Congress, that had the power to declare war, sign treaties, appoint military officers, make alliances, appoint foreign ambassadors, make alliances, and manage relations with Indians.

The most significant power not given to the Federal government under the Articles of Confederation was the ability to tax. The central government therefore had to way to raise money for defense or important internal projects.
The Articles of Confederation did NOT provide the United States with an effective government. It lacked many powers that we now have. For example the government in the 1780's couldn't impose taxes, it was unicameral, and it could not declare war. If it would have been effective we would still be under the power of the articles instead of the constitution.
