in public relations - if a company has a complaint department, people will think there must be a need for it and not do business with them. their complaint people are usually titled - resolution specialist or client satisfaction coordinator.

Depends where it occured if no governing body you may need a lawyer, if workplace or gov't there are other avenues
first thing that you can do is apologize to the customers u say sorry.complaint and give her/his a new products always make it right to the customers... then smile and say thank you....
If you've tried to file a complaint with two agencies with no success, that might be an indication that you don't actually have a valid complaint.You could try contacting an attorney.
