The AC clutch is essentially and electromagnet. There is a coil sitting inside of the rotating pump pully. It does not rotate , it is mounted to the front of the pump. The plate visable at the front of the pump is attached to the main shaft of the pump mechanism. When current passes through the coil it creates a strong magnetic field attracting the front plate, "clutch plate," to the face of the rotating pully. This causes the pully to rotate the clutch plate resulting in the rotating of the pump mechanism and creating the pressure differential that is used to cool the car.

Mabe your compressor clutch is no good. A good way to check it is to disconnect the wires that go to compressor then turn your ac on. If it does not burn the fuse it means your compressor clutch is bad.
The clutch bearing for an AC compressor is located in the center of the clutch. If the bearing goes bad, then the clutch is replaced as a whole part rather than changing the bearing.
This requires special tools to remove and install the ac clutch and bearing. The air gap on the ac clutch must be done during install.
There are two wires connected to the clutch pulley at the front of the AC compressor; one is the negative ground wire and the other is positive power to activate the electric clutch. Run a wire of at least 12 gauge (solid insulated house wire or lamp cord is perfect) from the positive battery cable to the positive AC supply. I don't know what the color code is but quickly and lightly brush the jumper on a bare patch on one of the wires. If you get sparks but no sound try the other. The right wire makes the clutch activate with a loud click or "Snap"; assuming it is working properly.

If the AC pulley is locking up when the ac compressor clutch engages, it's not a clutch problem, it's a compressor problem. But yes, the AC clutch can usually be replaced separately. The problem is, if the clutch is worn out the compressor is probably worn out as well. It usually isn't that much more to replace the whole thing.
With the ac off your clutch the outer non belt driven part will not be turning. When it is turned on it will start to spin.

The ac compressor clutch is mounted on the front of the compressor and is a replaceable part. However depending on the complexity of the clutch change out it may be overall better to change the compressor and clutch together.
