Three of the many things that Augustus did to make the Romans feel proud of their culture and society was to rebuild or reface the temples and public buildings in Rome. This coincided with the revamping of the city's infrastructure, such as sewers, aqueducts and fountains (with the help of Agrippa). The establishment of the festival of Apollo and the building of the double library with one half Greek book and the other half Latin books were also culture boosters for the Romans.

Augustus revived some archaic religious practices which had decayed and presented himself as the upholder of Roman traditions, and the old virtues and morality, which, it was felt, had been lost with corruption in the Late republic and through the Horror of the civil wars. He exploited the sense of decadence which many Romans had.

How could it be argued that Augustus Caesar succeeded where Julius had failed?

Just look at the results. Augustus succeeded where Caesar failed because Octavian/Augustus thought things out and planned. Caesar was too impulsive in his politics. Quick action served Caesar well on the battlefield, but in politics more thoughtful actions were needed. Augustus realized this, Caesar did not.Just look at the results.
