Congress can't make laws about marriage and can't make any laws that take away your rights.
Many rights specifically granted to one branch of the US Government in the Constitution are thus prohibited to the other two. So any power specifically granted to the President or the Supreme Court (the Executive Veto for the first and the ability to find laws unconstitutional for the latter) are technically off-limits to the Congress. The Congress may also not pardon prisoners, as that is a right given to the President.
The legislative branch (or Congress) is divided into two parts called the House of Representatives and the Senate. These two bodies must both approve any laws before Congress passes them. Congress also has the power to impeach the president if it so chooses.

1) Fiscal PowerThe Congress is responsible for levying and collecting taxes. This money is used to pay our country's debts and to provide for the defense and well-being of our nation. Congress controls borrowing money and coining and printing currency. They also establish standards for weights and measures and punish counterfeiters.2) Trade RegulationThe Congress holds the power to regulate foreign and interstate trade. However, they cannot make a law, which would give an advantage in trade between two or more states.3) Military PowerThe Congress is responsible for defending our country by establishing a military force. The organization, arming, establishment of military laws - and seeing that military laws are enforced, belongs to Congress. Military power is shared with the president who is considered the Commander in Chief. However, the power to declare war is granted to the Congress.4) Other PowersCongress is also responsible for establishing rules for citizenship in the United States. They are required to maintain a post office, make laws for copyrights and patents, and govern the District of Columbia. The Constitution also granted the power to establish our federalfootball league.
Congress has two parts, they are the house of representatives and the senate. The president makes sure the laws are carried out. The supreme court makes sure the laws are fair.
Laws are created by the legistative branch. The two groups, I assume, are the two parts of Congress: The House of Representatives and The Senate.
