States with licensed home inspectors will have a Standards of Practice document approved by the regulatory authority. For example; Massachusetts 266 CMR, New Hampshire HOME 600, Connecticut 20-491. etc...

States without licensed home inspectors, the home inspector may be a member of a Professional Organization like InterNACHI or ASHI. These professional organizations also have a Standards of Practice.

There are differences from State to State and between professional organizations. There is not a one size fits all answer now that licensing is required.
