Is an arm signal for left turn made by entending the left arm straight out of the window?

Well, if you have turn indicators it'd be better if you used them. But if that's all you've got it's usually OK.Added: YES, that is the correct hand signal.

Typically, it is a light bulb. Turn that indicator on and check to see if either the front or back light is not working. Some newer cars have turn lights on the front side as well. Compare to the working side to find all the lights that are used. Good luck

Why does tilt steering affect turn signals and brake lights on 02 ford ranger?

The turn signal wiring goes up the steering column. Turn signal bulbs are also used as brake lights and the brake light signal goes through the turn signal switch. If there is a loose connection or worn wire in the steering column, the tilt would cause problems.
