The US Constitution divides the three branches of the Federal government into three parts to act as a balance of power. In this manner no branch can exert itself over any of the other branches. The main problem in this balance of power has been the clashes between the Congressional branch and the Executive branch. There, as history has shown us is where its an unstable relationship. Presidential and the Congress has resulted in having more powers given to the president. The president may withhold funds that were intended to be spent and the president does not spend them. Also, the president, via the US Supreme Court, may act based on prerogatives and executive order. Thus, presidents have found ways to circumvent the Congress and issue decrees with approval resolutions from the Congress.
