For one to develop, spiritually... one's materialistic and deadly carnal mindedness needs to be exposed for what it is [stripped away] and revealed to a person's intellect [spirit, mind, heart].

That he, created in God's image to ultimately be born a "second time" [reborn] as God's Child, has been disobedient to his Creator's Living, Righteous Laws. That he needs to conform to God's ways [learn to be obedient] in order to be "saved" [to escape the eternity of the "Second Death," looming ahead at the "Last Day;" Judgment Day - Rev.20:14-15].
The "stripping" down of a person lies in an "awakening" -- an "awareness" of the spiritual aspect of life and living -- both, the present mortal one... and the Eternal, Immortal one God offers us.
The "building" up is applied to the "repentant" [stripped down] person in whom dwells God's Holy Spirit. This "humbled" person possesses the right "attitude" [spirit] with which God may work, mold, reshape and REBUILD into His Child. This is achieved through the spiritually healthy and nourishing "Bread" of God's Word, that feeds the "growing and developing" Child of God, within.
