The fact that they AREN'T mentioned in the Constitution leaves the issue open to interpretation. Some people saw a need, decided a local gov. was the solution, and that the Constitution didn't say you couldn't do it, so they created a local gov.
The constitution for the organization was very long, and stated every principle and basic rule that applied to the members.
There is no amendment in the US Constitution regarding State governments being no longer necessary. What the US Constitution does say is that whatever the US Constitutions laws do not cover, belong to the individual States to determine.

The constitution does not say anything about local law enforcement asking you where you are from. It says law enforcement can not enter your house without a search warrant. It says nothing about when you are walking down the street.

I would personally go with a local organization. You could check with your local churches or community organizations, and you would be better able to know what the money is used for. If you prefer to go on line there are a lot of charitable organization sites. First you might want to go to irs.gov/charities to be sure it is an approved tax exempt organization. Obviously, there can be fraudulent organizations out there that really do not sent the money where they say so be careful.
