There are actually instances where it's determined that a person should be "handed over to Satan" for disciplinary action:

"...I have already passed Judgment on the one who did this... When you are assembled in the name of our Lord Jesus... and the Power of our Lord Jesus is present, HAND THIS MAN OVER TO SATAN, so that the sinful nature may be destroyed and his spirit saved on the Day of the Lord." (I Cor.5:1-5 NIV)
The Lord's protection is for those who are faithful, subject and obedient to Him.
And those whom He has simply bestowed His Grace.

In the book of Numbers gets it name fom chapter 1 verse 26 tells us that all the people were numbered.
