The Affordable Health Car Act, aka Obamacare, was the legislation that Obama did the most to push through Congress. (You realize, of course, that the President does not actually pass any legislation-- he only urge Congress to pass bills that he likes.) Obama also signed important bills to extend the tax cuts of 2001 and several bills to raise the national debt limit.

Presidents do not make bills: only congress creates and passes legislation. But the president can (and does) propose policies that his party turns into bills, and the hope is that such bills will become laws. Perhaps the most important bill that became law under President Obama was the Affordable Care Act, which is intended to expand access to health care to millions of Americans. Another important law that the president championed by the Lily Ledbetter Paycheck Fairness Act, which guarantees women equal pay with men if both are doing the same job.
