The Affordable Health Car Act, aka Obamacare, was the legislation that Obama did the most to push through Congress. (You realize, of course, that the President does not actually pass any legislation-- he only urge Congress to pass bills that he likes.) But you may be referring to the re-authorization of a law that allows the Secret Service to arrest protesters if they come too close to a restricted zone. That is a controversial law that was signed under President Bush, and many civil libertarians disagree with what a "restricted zone" is. In any event, President Obama did re-authorize that law.
