In North America it would be the American Coot.
American coots have a pointed white bill that is conical in shape. There is a black tip on the bill or beak. This bird's head is black, and it has a gray colored body.
Puffin maybe
This sounds suspiciously like an Osprey.
The most body covering of a bird is the beak.
The toco toucan has a huge, brightly colored beak 9 in. longer than its body.

Its a Northern Cardinal with a parasite problem. The parasite results in a loss of feathers around the head, giving it the apperance of a black head.
If the black is the crown of the head, and you can notice a patch of red under the tail when it takes off, it is a catbird.
It's wings and tail are brown and black in colour but it's body is brownish black .It's neck is brown and it's face is white with a yellow beak.
I believe I have found the answer to my own question. I think the bird I saw was a red bellied woodpecker.
