This is a tough one. I would suggest having a equine vet, dentist and trainer have a look at the pony first to see if there is anything causing him discomfort. After that a strong type of snaffle or even a curb bit might be in order. Some people use Waterford bits to prevent the horse from being able to lean on the bit and get strong with them.
