Blood charts are used to typically identify what blood type an individual has. The test is simple one; there's an anti-serum used to type the blood. If it clumps with Anti-A serum and not the B serum, you are a type A; if you clump with Anti-B serum and not A serum you are type B, if it clumps to Anti-A and B serums, then you are an AB, if doesn't clump to either Anti-A or B serum you are a type O.
There is no best blood type. Someone who is in need of blood would probably want to be of type AB blood because that would make them what is called a "universal receiver," or one who can receive any blood type. On the other end of the spectrum, someone with type O blood is what is called a "universal donor" because their blood can be used by anyone of any blood type safely.

Blood type O cannot make blood type A unless another contributor's blood type is A because type O is recessive while A is dominant. For example, two type O's can only make blood type O. As for the rh plus or rh negative, since rh plus is dominant, type O- is capable of yielding a positive blood type if another contributor has a postive blood type.
