A blowing fuse is an indication that there is a short circuit condition in that circuit. A short circuit condition is the result of a "hot" wire or component in a circuit coming into contact with another wire or component which is "grounded." Grounded means that a metallic component is somewhere connected to the ground post [terminal] on the battery.
For Ignition. Your car will not start if this fuse blows, generally if there is a short.
If it blows when cranking the starter has failed.
If it blows when trying to crank, the starter has failed.
I had the same problem it was a shorted wire under the driverside causing the fuse to blow when you turn the ignition my downstream oxygen sensor wires shorted out (melted and fused together). check for anything shorted out connecting that fuse.

remove your cig lighter, replace fuse it goes thru accessory sometimes the lighter will internally short and blow the fuse.
More than likely because of a short. its probably a shorted ignition switch

something on that circuit is shorted, the short needs to be repaired.
So that the live wire is isolated when the fuse blows. If a fuse was placed in the neutral, the equipment would still be live when the fuse blows.
