All the Amendments are there for a reason, and serves an important function in our society. What may be considered to be the least important is probably based on the opinion of the person.

That's a very debateable point. Military governments traditionally are extremely restrictive in allowing personal freedoms of their citizens, and often result in a failed state forming due to mass insurrection against the military government forming. The advantage of it, at least from the standpoint of the country's leaders, is that it's a direct dictatorship, where the directives of the government can be carried out without being tied up by the political process. Whether it's actually advantageous for the citizens of Nigeria, is questionable at best.another advantage is public opinion which i think is a good issue to look at.

This is a matter of opinion, but I would argue no. "Least government" is anarchy, where there is no control outside of the individual. However, "most government" can be argued to be a dictatorship, where all control is outside of the individual. Over time, the best government seems to be somewhere in the middle of these two extremes, with some individual autonomy and some governmental control. In most democracies, this debate is staged during every election in some form.

Criticizing the government is not a crime, and I have never seen an example (at least in modern times) of one being arrested for having an opinion on the government. So, in order for me to give anymore of a legitimate answer, you will have to provide me with an example of someone being arrested for nothing more than expressing their opinion.
