The Anaconda Plan created at th beginning of the US Civil War called for a complete Naval Blockade of the eastern coastline, the splitting off of Texas and the west from the Confederacy, the siezure of the Mississippi River to open up a western front and to terminate the use of that commerce and troop movement route, the truncation of the Florida peninsula, and the eventual commercial collapse of the Confederacy. Essential to this effort was the siezure of New Orleans which happened almost instantly and the complete control of the Mississippi River which would require greater effort. The hole or loop in this plan was the passage of commerce from Texas to Mexico and back which was protected by International protocol.
