Shaving is a cultural tradition. In most parts of the world women do not shave their body hair. In the western world, specifically Western Europe and the Americas shaving is fairly common.
Shaving is likely an attempt to increase the appearance of youth in mature women. Young pre-pubescent girls seldom have arm, pubic, leg or armpit hair. as fashion evolved to show more skin, women sought to look less masculine & younger and shaving became common.
today; Legs, arms, eyebrows, underarms, backs, pubic and even the head are all commonly shaved for the sake of vanity or statement.
Hair removal is often done with Razor, Depilatory creams and the most modern method is the semi permanent method or Laser Hair removal.

Why would we? Not only is there no precedent or societal pressure to do so, but in fact we are discouraged from doing so. Women shave their armpits, legs, and sometimes other body parts. Men would be seen as effeminate and weird if they did. Why don't most women shave their faces? It is considered effeminate and not manly for a man to shave any hairs from his body except his face, I personally think these who do are 'sissy' apart form certain sportsmen who do it for sporting reasons, i.e cyclists who shave their legs make them go faster, or if they fall, cleaning wounds can be healed without hair getting in the road, so to speak.
Amish women do not shave their armpits, legs, or any other place on their body that growns hair (besides your head) because they believe God but it there and that's special and should not be cut off or in this case shaven.
