Bore a 454, .060 over.
Yes. Specialized equipment required.
4.310 bore X 4.250 stroke -- basically a 454 bored .060 over with a 1/4 inch longer stroke crankshaft as compared to the 4.250 stock bore size and 4.000 inch stroke of a 454. Just as an aside FYI, 427's have the same stock bore size as a 454's but have a 3.760 stroke.

get a big block or bore it 54 over
You can't... There's not enough steel in the cylinders to bore it that far. If you want a 454, you need to by a big block 454 Chevy engine.
bore and stroke a chevy 400 smallblock.
No. The bore, and stroke determine the cid. And they are different on these two motors. The 454, has a longer stroke.
125 mol.
I'm sure you can. You would be better off with a 455 Pontiac. You can bore and stroke it to 468ci.
454/1000 = 227/500 in its simplest form
