No branch does this.
The Judicial branch ... specifically the Supreme Court ... can rule on whether laws are compatible with the US Constitution or not, and overturn laws which are not (the US Constitution is "above the law" in that all laws passed by the Legislative branch and ratified by the Executive branch are strictly subordinate to it, and in any conflict between the two, the Constitution takes precedence), but this is only peripherally related to "fairness".
I would say the Judicial Branch.
Yes
The Supreme Court would make that determination.
The Legislative Branch.
The Legislative branch's job is to make laws for the U.S. The Legislative branch enacts legislation (laws, regulations) They create on the Budget of the federal government They are the ones that create fee's and taxes They are the branch that declares war, most people mistakenly believe it is the President.

It declares laws constitutional or not. Also declares law cases
The Judicial branch has the power.
well. basically none they're each in charge of themselves judicial branch is in charge of saying if the laws are fair, legislative branch is in charge of making the laws and executive branch is in charge of enforcing the laws and they are all part's of the government who each have a responsibility so the government can't have total control
Yes, the Legislative Branch, as outlined in the Constitution, is responsible for making laws. It is made up of the House of Representatives and the Senate, which work together to propose, debate, and vote on legislation that impacts the country. The main function of the Legislative Branch is to represent the interests of the people and ensure that laws are fair and beneficial to society.
