The laws are carried out by the Executive Branch of the U.S. Government. That branch is headed by the President of the United States.

In contrast, it is the Legislative Branch that makes those laws, and the Judicial Branch that interprets them.
Executive branch enforces the law, Judicial branch interprets the law, and Legislative branch makes the law. I assume by "carry out" you mean enforces and if so, the executive branch.
It is the executive branch that is responsible for ensuring that the laws of the US are obeyed. The other two branches are the legislative and the judicial.

Article II, Section 1 of the United States Constitution states: "The executive Power shall be vested in a President of the United States of America."

Although that's not really clear, you can check the meaning of executive power in a dictionary of encyclopedia, and it will tell you that "Executive Power" means the authority to enforce laws and carry them out as intended.

Assuming you are talking about the United States federal government, it is the responsibility of the executive branch execute, or enforce, laws. The legislative creates them, and the judicial branch interprets laws.
