The legislative branch has been granted the power of enacting legislation, the complete and plenary power of taxation, the power to declare war, and power to promote the general welfare. The executive branch consists of mainly the president who has been granted the power to veto or sign into law legislation written by Congress; and the judicial branch has the power to decide the constitutionality of legislation.

The branch of legislative is the branch that makes the laws. The one that protects rights and freedoms of the citizens aren't in one of the branches, but it is called the Bill of Rights. (It has nothing to do with money)

If you want to be more specific, the first amendment protects the individual's right to freedom of speech, religion, and to question the government's authority by petitioning and assembling peaceful protests. The preamble has nothing to do with individual rights. It only states the purpose of the constitution. It is the Bill of Rights that protects individual rights.

The Constitution does. The government makes laws and enforces them but the constitution actually protects individual's rights. The US is a constitutional federated republic. The government is kept in check by the constitution. Without the checks and balances that the constitution provides, the government could take away all rights of the people, controlling all they say and do. A government without checks and balances usually ends in dictatorship.
