There is actually no such thing as a dog that does not shed. All dogs shed at least a little hair at one time or another, as do humans. There are however dogs that shed little to no hair. This is a list of breeds that shed little to hardly any hair:

Airedale Terrier

Australian Terrier

Basenji

Bichon Frise

Border Terrier

Cairn Terrier

If you really want a cat that doesn't molt then get a hairless cat.

All cats shed hair except for the Sphynx, which is hairless but still sheds dead skin and needs regular(usually once a week) baths or rub-downs with warm wet cloths. The Cornish Rex and Devon Rex have short, curly hair, and because of their short and fine fur, their shedding is a lot less noticeable than other cat breeds. If you are a cat lover, accept the fact that cats shed, and if you are asking this question because you are allergic, get yourself a Siberian, preferably female. :)
