Because Adolf Hitler was not interested in a peaceful compromise or solution to the issues he stated publically. Most of the leaders of Britain, France, Belgium & Netherlands failed to recognize just how dangerous Hitler was, nor did they know of Hitler's plans for conquest & war.
Appeasement or compromise may have had a chance to work to prevent the First World War, but it was wholly ineffective in dealing with Hitler. You have to know your enemy (easier said then done).
On the flip side, even if Britain & France had attempted a stronger diplomatic technique "get tough, just say-no", then it was still very unlikely to avoid a war. Hitler was not a mere "bully' that could be forced to back-down. This technique would only have worked with Italy's Mussolini. No diplomatic solution short of surrender would have stopped Hitler. In retrospect, war with Hitler was totally unavoidable because immediate military conquest was his primary national goal.
The only real way to have prevented an attempted military conquest (& war) by Hitler was to convince him that you would win the war, not him. Some may call this the 'Speak softly, but carry a big stick'-Teddy Roosevelt, technique. Apparently Hitler was convinced that Germany could win. His object was successful conquest, not national suicide.

Most of them waited till Hitler was dead. That said, the popularity of the Nazis in Germany had been in decline ever since they failed to take Moscow in December 1941 and it became obvious that there would be no quick victory over the Soviet Union.
